Duties:
- To preside at all meetings of the Board and Membership of QHCA
- To call special meetings of the Board and of the Membership of QHCA
- To appoint ad hoc committees
- To serve as an ex-officio, non-voting member of all ad hoc committees
- To present the Board's report of the years activities, excluding the reports of standing committees
- To nominate a member in good standing to fill any vacancy on the Board
